The hazards work fine
Probably the turn signal flasher is bad. You should find two flashers under the dash. One is for turn signals and other is for hazard warning. Of course if the flasher isn't the problem it may be the switches under the steering wheel.
Interesting, these are on the same circuit.
1) Click the hazards on and off a few times to exercise the switch.
2) Replace the flasher timer relay.
3) I believe that this system has a little computer center, about the size of a machbox and it is located under the dash. Swap this out with one from a junkyard.

the little pump inside the washer fluid reservoir is bad, replace it

unfortinately the fuse box is under the hood and there is no panel inside the 2000 cherokee or diagram, i had to buy an online manual to find out what fuse went where for my jeep but its not with me. You can just pull the fuses out one at a time and look at them - I know its a pain. It might be your window controll switch - mine is bad as well. It is a common problem for these cherokees especially over 100k, they wear out - I initally thought it was my fuse as well because the lights in the window switch didn't light up anymore - but it is my switch.

Likely you are looking for a 30 amp circuit breaker...(Looks like a small rectangular metal fuse) But...if the power door locks work, i don't think that it's bad (serves locks & windows) My diagrams show a bunch of diodes and resistors inside the master (drivers) door switch, but I've had a few apart and never saw any. (embedded?) Personally I don't see anything that shows me reliability built into the switch...It's a really "iffy" design (one in my niece's Jeep only works when the sun shines on the drivers door) There is also a control module associated with the windows but I've never needed to replace one and the manuals never tell you where they are!
Check power at the switch and check harness where it goes through the rubber boot between the door and body. at least 80% of problems I've seen are either the switch or that wiring. Wires can be spliced and you can get a decent used switch at most scrap yards.
Good luck...glad they aren't stuck down!!!

could be the o2 sensor, check with a hand scanner if there are any trouble codes stored in the computer.

You have problem with the FLASHER; the flasher is located in the
Junction Block (under the dash, left of steering wheel. See diagram on this page). Check the following repair tip:
Look at the end of the flasher
relay with the prongs sticking out. There will be 2 plastic tabs holding
it together. Break or bend these back. Pull out the insides. On one
side will be all the components. On the other side will be solder
joints. Get a magnifying glass and inspect these joints. One or two will
probably have stress cracks. Just dab a little flux on this joint and
heat it with a soldering iron until it melts back together.
You may need
to add just a little solder. Be sure to get the pins hot and not just
the solder. They need a lot of heat. Slide the relay back into its cover, dab a little super glue or tape it back together, and you're
ready to go.

Check the Fuse 4, 15AMP for Flasher, hazard switch (see Junction Block diagram above for location of
turn signal Flasher relay - Mopar p/n 4686094).
Hope this solve it (remember comment and rated this).
