ACT dealership could not diagnose problem?

if your jeep has a harder time starting when its warm as well, i would say the throttle position sensor is bad, or dirty. mine does tah same thing. i just live with it. its cheaper than replacing it.

How often has the coolant been changed? My only guess is that it hasn't and the hoses and the heater core are plugged up with goo and a flush is needed

a fuel cap indication would mean a leak not nessesaraly your gas cap, id check the fuel neck vent hose for a leak

see if your engine has a ECT sensor (temp sensor that delivers information to your ECM) they are installed on the intake side of the cylinder head, it usually has 2 cables, have it checked replace if necesary

You need to call a Dodge dealer, have the VIN info from both Jeeps, they will tell you what will and will not work, if they dont call another Jeep & or Dodge dealer.
To my understanding only some sensor placement differences make these engines different.
For sure the 02 WJ intake will make more power then the 99, it will be worth it to make that intake fit.
