-Take a look at the battery CCA (Cold crank amperage). Sounds like
it's low amp.
-If it click but not start or turn that mean the starter has dirty contact or bad connector between battery and starter.

With the upper plenum removed and spark disabled turn on the key and allow the fuel pump to prime while watching the fuel lines from the back of the intake to the injector. I suspect you lines are leaking. Have seen this before. ALOT.

there is also a cam sensor and throttle position sensor, any codes, fuel npump can test ok but jeeps are noted to have the fuel tank sock come off in the tank and the fuel pumps can have intermittent starting problems. I hope thiis helps

Sounds like one of two problems, The first would be a sticking throttle plate, you can fix this if you did the things you mentioned above to do so all you need to do is get to the throttle plate and with carburetor cleaner or top engine cleaner you can buy from any GM dealer Use a tooth brush to clean the throttle plate inside and outside and the ring the plate after you get it clean put it t gether and start it and get it warm next pull a hose feeding into the intake and put it in the can of Top engine cleaner and allow the cleaner to be sucked into the engine until it is all in the engine and shut off and let sit for 20 minutes. The start it up and run it till it's running smoothly now run it for the day and let it sit over night, try starting it, if it does you found the problem and fixed it if it does not start then do this push the throttle plate down to the floor and hold and crank over if it starts your set if it still has the gas smell in the morning check the cold start valve and see if gas is running out of it if it is then the cold start valve may have to be replaced. you also need to check the engine one more time and see if the EGR valve is sticking open after it turns off and cools down. I have been having the same problem with my 2000 Safari too. I change the distributor cap and rotor and the problem is gone for ~ 5000 miles or so. It started happening about 1.5 yrs ago.
I've read about problems with the vent on the distributor(small screen on the bottom) that gets clogged and gretly shortens the life of the cap/rotor.

sensor failed or failing and ecu is in limp mode. you need to have the ecu read to find the fault as it can be one of many sensors cam/ crank, egr etc fault can trigger then the fault is gone but ecu will still be in limp mode. can take upto 30 starts to remove fault code and be out of limp mode.

Turns over but won't fire

If a starter is able to crank the engine but it won't start you usually have either an electrical or fuel problem. It's also remotely possibly that it's compression.If an engine has proper fuel, spark and compression, it will start when you crank it. So your challange is to find out which part isn't working right. Start with fuel. Spray a little starting fluid into the air intake while someone tries to start the engine. If it starts briefly when you're spraying starting fluid, you probably have a fuel delivery problem. That could be injectors, fuel pump, fuel filter, relay, fuse... who knows what until you check into it.If it doesn't start with starting fluid, check the spark. Pull a plug wire and attach it to a spare sparkplug and set the plug on a solid metal part of the engine. Have a helper crank the engine while you watch the plug. If you have a good spark, it might just be out of timing.In any case, you'll need to start isolating the problem. Find out which part isn't working then you'll know what to replace/repair.

need to load test battery, this vehicle will not start or power up engine ECU if battery voltage is dropping to 10 volts or below while cranking. so if starter is clicking some times due to low voltage engine will not fire up(start) but cranks over seemingly fine. also when not starting does check engine light flash at all?
check all earths after checking battery with load tester if battery is ok then there was problems with immobiliser modules causing this fault and there is a revised module for this as well as checking wiring for key reader to immobiliser, also are there any aftermarket electronics fitted to vehicle? which could be causing problem due to location and wiring into vehicle.

sounds like a fuel pump or filter problem. replace filter first its cheaper than a fuel pump.my fuel filter on my 01 530 was under the driver side half way back along the bottom rail of the car.i had to remove the aero plastic with a plug puller that gave me acess to it.try and replace that first. if it doesn work its prob.fuel pump.
