Most seat belts have to be retracted first before they will pull out for fasting. Try to push the seat belt back into the recoil unit (the unit that winds the belt up when not in use) and then pull it back out. There may be something binding the belt stopping it from backing into the recoil unit; look at the plastic trim around it, seat covers ect.)

SOURCE: seat belt locked in place

There is a recall on this problem, so best thing to do is go to the GM dealer and have the seat belt replaced for free under the recall notice. Good luck and hope this helps. SOURCE: The seat belt on the driver's side of my '98 Chevy

Usually when they get stuck you can`t get them unstuck unless they are just twisted.seat belts are not repairable.Your best bet is to go to the salvage yard and get a used one and replace it.

tip

Middle seat belt buckle tip for booster seats, car seats, and large humans.

In trying to fit a booster seat into my 2004 Honda CR-V, I realized that the CRV has the belt buckle in the middle of the seat. This is a big problem for someone using a child seat in the middle seat as the buckle receptacle is completely covered by the booster seat. I thought about buying an extender but realized it wouldn't completely solve the problem. After much thought I came to the conclusion that the buckle receptacle could be moved to a new location without compromising any safety of the belt. I first pulled the buckle receptacle all the way out and then cut the fabric to enlarge the hole from which it protrudes from the seat. Then I pushed it through the hole and back into the seat with the head pointing towards the window and outer edge of the seat. After flipping the window seat out of the way I was able to peel the fabric away from the bottom edge of the middle seat enough to reach in and retrieve the belt receptacle. It was a little tight but I was able to buckle the belt and use the seat belt to pull the receptacle through this new "hole" and VOLIA the belt receptacle is now in a better position to the side of the middle seat. You can now used a booster or car seat or put a fully grown human in this seat and buckle with ease.

Is there a way to turn off the beeping noise that happens when the seat belt is not buckled on a 2007 Tundra?

Easiest and smartest way would be to buckle your safety belt:)

If your like my grandmother and swear that it will keep you stuck in your vehicle when you need to get out fast, then you can unhook the pressure sensor in the drivers seat that recognizes when there is weight on the seat and no seat belt buckled.

i see that you are on here right now with me. well tell me what you found when you pulled on the seat belt assembly? is your problem with the seat belt buckling to the locking metal piece or is it the fact that when you pull on the actual seat belt you notice that it is tight and wont budge at all?

My rear seatbelt in my subaru outback is locked and wont pull out to buckle up. Can it be fixed

I assume you've already worked the seat belt end back and forth with force. Did the belt move at all? Did you remove the rear seat bottom cusion from the car? That will give you additional leverage on the belt.
If the belt twisted the last time it was used and then rolled up, you need to go to the dealer or an upholstery shop for help.

How do we fix front passenger side seat belt retractor on 1999 Ford Taurus? It will not pull out....

you may have to remove the bolt that holds the buckle to the floor. Try to push the belt into the retractor and see if it frees up.

I assume you are saying it is in the locked mode. It has an automatic lock mode for holding a child seat. When the belt is pulled all the way out, it goes into locking mode. You will hear it ratchet when the belt starts going back in.

Section 01-20A: Restraints, Active 1999 Taurus, Sable Workshop Manual
DESCRIPTION AND OPERATION Safety Belt, Lap/Shoulder The dual locking mode retractor on the shoulder belt portion of the combination lap/shoulder safety belt for the front seat passenger and rear seat outboard passengers operates in two ways:
  1. In the vehicle sensitive (emergency locking) mode, the shoulder belt retractor will allow the occupant freedom of movement, locking tight only on hard braking, hard cornering or impacts of approximately 8 km/h (5 mph) or more. The front and rear outboard seat belt retractors can also be made to lock by pulling/jerking on the belt.
  1. In the automatic locking mode, the shoulder belt retractor will be automatically locked and remain locked when the combination lap/shoulder safety belt is buckled and does not allow the occupant freedom of movement. This mode provides tight lap/shoulder belt fit on the occupant and on a child safety seat or infant carrier installation restraint.
  1. When the combination lap/shoulder belt is unbuckled and allowed to retract completely, the retractor will switch to the vehicle sensitive (emergency) locking mode.
sxh~us~en~file=ani_caut.gif~gen~ref.gif WARNING: REAR-FACING INFANT SEATS SHOULD NEVER BE PLACED IN THE FRONT SEATS.
The automatic locking mode must be used when installing a child safety seat on the front passenger seat and rear outboard seats where dual locking retractors are provided
