sounds like a mouse has got in and chewed the cables,their is no easy fix from what i can think of but check all the wires and connections in case water has got into it,or snow if your in alaska.its fifteen years old now so its possible that some insulation has broken down or a wiring loom has chaffed somewhere underneath

you may want to check out the wiring of the starter and the ignition system if there are some open wires which may cause a short... if the fuse that blows up if for the ECU, you may check out the main wiring that goes to the ECU if there are open wires which may cause the short.

Engine 1 fuse powers the computer and some sensors. I had this same problem on a 98 chevy van 3500 and found the wire going to one of the oxygen sensors had shorted out on the heat shield. Inspect the wires going to all of the oxygen sensors. On this van one of the oxygen sensors on the driverside the wire was laying on the heat shield which eventually rubbed through the wire and shorted it out blowing the fuse. Your short could be on a different sensor but check all of the oxygen sensors because the wire runs so close to the sharp heat shield.
