Probably because there have not been enough repairs to suggest there was is manufacturing defect or a safety concern. The vehicle may have been abused, subjected to a large amount of road salt, partially submerged, etc. Also, these parts might just be worn out. Some cars are driven 4, 5 or more TIMES as far as other cars that are the same age. Further, cars driven at highway speeds most of the time will last longer than the same car driven over dirt roads.

If the wheel is in balance and there is no other signs of what is causing the vibration than yes that cv joint should be chk. Is the strut ok? might want to chk. that too.

You can pick up an entire re manufactured axle assembly at your local auto parts store. In order to replace the assembly you will need to disconnect the tie rod end and the ball joint. Remove the spindle nut. Push the axle stub out of the hub. Now with a suitable container under the axle to catch spilled fluid pry the axle from the transmission housing. The outer tie rod ends can make a clanging noise if they are loose. You can easily check them - grab a hold of the tie rod and try to move it around to see if it has any play in the steering knuckle..
The noise could also be caused by the stabilizer/sway bar. Check the bushings and check the links for wear.

Use new circlips, split pins and self-locking nuts for assembly.
