The car was idleing and i was listening to music in a parking lot then it shut off i didnt think much of it and just keep listening to music than when i went to leave and turn it back on it wouldnt start. it just makes a sort of winding noise and if i keep it going the engine makes a sound maybe like its trying to start.

Its most likely a timing problem. unfortunatly this can only be done by a computer! So bring it to a dealership or somene in the know with a diagnostic machine.

It might be a faulty power steering pump. Try checking the level of the power steering fluid. It is probably best you have your power steering system checked by a mechanic.
Does the noise occur only when the vehicle is moving?
Try moving the steering wheel from side to side, while stationary (but don't do it too often, or you might damage something). If the noise is still present when the car is stationary, then it probably is the power steering system.
If the noise only occurs while the vehicle is moving, it could be a problem with the differential/final drive, or even wheel bearings.

i have to admit without more detail it's hard to say.... my educated guess would be that one of the hoses to the transmission cooler has blow and needs to be replaced. do NOT drive the car till that is done.

is the horn working, are the power windows working?
yes all electrical is working and its a stick shift by the way. i took it to where i go it and they told me its the timing belt and that it would cost 700-900 to fix it is that accurate and would that belt cause it to not start?
it is hard to comment on this. can you take a video clip? timing belts can slip and loose the correct ignition timing, or can be wornout and snapped, this ruins valves etc. In your issue, i believe it is much simple. Such as a broken starter. Also another note for you, if your car model in the question is correct, which is 328 1997 make(e36 body code i guess), it has m52b28 engine with Timing "Chain" not a timing belt and normally chains will not need to be replaced unless they are stretched. it has a usefull life virtually equal to the life of you car itself.
thanks for the reply ive done alot of research and came to about the same conclusion as you described ive even taken a part the engine my self and like you said its a chain and it looks fine i think its also the starter thats bad too so im going to replace that thank you.
Are you fixed yet. It does not sound like starter to me because you said it was turning over ?
And also a faulty starter does not cause an engine to cut out
