you are probably seeing the low side line on pass side halfway towards back (firewall) .The high side is hidden more but on the same side near the accumulator(metal cylinder the size of a large beer can with a small sight glass near the radiator up front. The high side is smaller metal piping while the low side is larger black rubber piping heading towards the interior evaporator where the cooling takes place

ecm does control but is also based on input from the Throttle position senser. unplug the TPS and try again. Also make sure the ECM and engine grounds are good
