Dead battery or didnt rehook up battery --check and test connections and battery try boosting truck and key will be able to go to off position
How's the battery ? Cables an connections ? Sounds like main power supply problem , do the headlamps light when you turn them on ? Dome lights light when you open a door ? Do you know how to test automotive electrical circuits ? Do you know what a wiring diagram is ? an how to read one ?

Find a wiring diagram an test main B+ voltage supply to the ignition switch ,in an out at run an start positions !
If the key won't turn off with out pushing that hidden button you have a problem with power to the shift inter lock system . GM did have ignition switch problems on some year vehicle's !

All you need to do is turn your steering wheel to the left all the way till it stops then put your key in while still holding the steering wheel to the left, turn the key to the on position this should release your steering wheel!

if the key is getting stuck its the Brake Shift Interlock Solenoid its just under the ignition switch you have a short in it you can unplug it or replace it what its doing is over heating the solenoid and at times it can drain your battry.and for the trans acting up you could have a short to one of your solenoids or it could be the trans filter.

If the battery is dead, the ignition keys will not release from the ignition. If there is no signal from the transmission shifter that it's in park since the battery is dead, then the ignition lock will not release the keys. After charging the battery or jumping the blazer to start it and the key's still will not release, try this.
There is a "plunger" as part if the ignition. Under the steering wheel there is a small removable cap that you can take off and put a small screw driver up into and press the plunger in and it will release the key. Good luck and hope this helps, Keep me posted be glad to help.

I had the same exact thing happen to me, I have a 97 blazer and after hours of screwing around with it and several different options... it turned out to simply be the ignition switch.
