Check your fuse box for a blown fuse first. The box is usually located under the dashboard or on the driver's side. When you find it, there should be a diagram on the cover of fuse locations. If the fuse is blown, the glass or plastic will appear black or cloudy, and the little filament inside will be broken in two.
If the fuse is not the problem, find the wiper motor, which is located under the hood, near the firewall, that separates the engine compartment from the inside of your car. Check to see that the wires going to the motor are connected and not corroded. If the contacts have a greenish-white powder on them, clean them off with an emory board or piece of sandpaper, then reconnect. If those two things are not your problem, then you probably need a new motor installed. 22 years is a long time for any electric motor to last. Hope that helps.
