Remove the center consule up to the radio. Remove the glove compartment. This will free up the radio consule. From there, you can remove the AC control panel

the air control heat knob needs removing to determine if its the knob itself, this will just pull off, look at reverse of knod and look to see if the center locating pigot is worn "round" or broken , if this looks ok then the panel housing the knob controls will need removing and then check if the heat control wire is in place, if so trace this wire ,this is a bare steel control wire not an electrical wire, to the heater box lower dash behind the control panel and see if you can manually move the heat control flap this will look like two toothed semi circular cogs that inter lock , one may have jumped out of place try a little vaseline on the cogs to help lubricate the movement,this is just good practice, after all this i think you will have found the problem
problem could be in the heater control panel .if you dont find any bad fuses or any electrical faults.let garage check it out climate control systems dealing with electronics best let a garage check it out.
Instructions1 See if the problem is as simple as a blown fuse. It is probably a blown fuse if the temperature controls on the dashboard seem to work correctly but have no effect on the air. The fuse box in a Lincoln Navigator is located by the brake on the left lower side of the steering wheel. Pry off the fuse panel cover and find the blown fuse. 2 Have a look at the control panel next, if the controls are not working at all. First disconnect the negative battery cable. Detach the shift lever cover, and then the electrical connector. Unscrew the screws holding the trim cover on the shift panel. Disengage the four clips to pull the trim panel off. 3 Unplug the electrical connectors, remove four more screws, open the audio unit cover the whole way, disengage the clips in each corner and remove the climate control panel. 4 Listen for the blower motor to be properly working while the engine is running with the air conditioning controls turned to high. Adjust them from low to high to make sure the blower motor noise increases and decrease accordingly. 5 Find the blower motor in a Lincoln Navigator underneath the passenger side lower trim panel. Push the carpet back. Unplug the electrical connection from the blower motor, remove four screws and pull the motor out. Thanks
If you here a click when you push the switch up or down, then it could be your window regulator (motor). To change remove door panel, there should be 3 bolts holding regulator to door frame and 2 bolts connecting regulator arm to window.
My 1996 Honda had the same thing on the driver side door.
It was caused by a deteriorated rubber stop inside the door lock actuator module. The module is buried down in the lower outside corner of the door. Inside the module there is a track on which two electrical contacts slide along with the actuator, and a small rubber bumper stop. When this stop deteriorates, the contacts over travel and run off the track. Evidently this confuses the actuator controller into oscillation. The control module limits the time this occurs, so the buzz stops after a short while. There is somewhat of a spring return action to the mechanism, so the contacts return to the track, making things good again.
The dealer couldn't get just the rubber part, so $130+ for the whole module. My make-shift o-ring replacement only lasted a few months.
Definitely a chore to get the module out and back in.
u must remove the center console....remove the ashtray..(pull it ) remove the plastic trim piece around the shifter , should just pop off ,,,held on by clips...u will see 2 phillips screws under that piece., the 2 screws that secure the trim panel that ur hazard switch is attached to.....remove those screws and gently pull the panel off , u may have to unplug the clock and otherm necessary connectors includeing the hazard switch connector to remove the panel..u should be able to remove the switch with a screwdriver..reinstall everything back the way u took it off...be sure to plug the cig lighter back in...
Disconnect the negative battery cable and disable the SRS system (if equipped.)

All SRS wire harnesses are covered with a yellow insulation. Read the SRS precautions found in this section and install the short connectors as described.
Properly drain the cooling system.
Disconnect and plug the heater hoses at the firewall.
Disconnect the heater valve control cable.
Remove the heater unit attaching nut on the firewall.
Remove the dashboard as follows:
Remove the center panel.
Disconnect the wire connectors at the fuse box.
Disconnect the sunroof switch connector, if equipped.
Disconnect the ground cable at the right of the steering column and the power mirror switch wire connector.
Remove the side air vent knob and face plate.
Remove the screws attaching the air vent control lever.
Remove the center panel, radio and heater control head.
Remove the gauge upper panel (4-door) or instrument panel (3-door).
Disconnect the speedometer cable.
Remove the center upper lid.
Remove the side defroster garnishes on both ends of the dash.
Lower the steering column.
Remove the dashboard mounting bolts.
Lift and remove the dashboard assembly.
Remove the heater duct.

Remove the steering column bracket and duct assembly.
Remove the heater assembly mounting bolts.
Remove the heater assembly and remove the heater core.

Install the heater core into the heater unit.
Install the heater assembly and the attaching bolts.
Install the heater duct and steering column bracket.
Install the dashboard assembly. Tighten the mounting bolts until just snug.
Raise and attach the steering column.
Install the center upper panel.
Connect the speedometer cable and install the instrument gauge assembly.
Install the control head, radio and center panel.
Install the side vent and face plate.
Connect the ground cable at the right of the steering column and the power mirror switch wire connector.
Connect the sunroof switch connector, if equipped.
Connect wire connectors at fuse panel.
Install the heater unit attaching nut on the firewall.
