Any fuse that is blown may stop it from starting, or no fuse at all if it's something else. Visually inspect the fuses to make sure there is a link. If all the links are good then you need to start looking at other things like fuel pump, timing belt, etc.

find all ground wires in your vehicle clean and sand shiny , replace tight. will save money on parts you don't need. also older starters will begin to draw too many amps and keep blowing fuses. test starter.
REMOVE FUEL PUMP RELAY.REPLACE FUSE IF STILL BLOWS SHORT IN PCM TO IGNITION CIRCUIT.IF FUSE DONT BLOW I AM LOOKING AT A BAD FUEL PUMP RELAY OR FAULTY FUEL PUMP.
yes quite possible you may have blown another fuse too--- if the wiring's are grounded somewhere get it checked.and yes the car wont start until you change the fuse.also check that the fuse insertion socket is not rusted.if its rusted just clean it properly before putting in new fuse.
