have a turbo boost pressure test done under load on a chassis dyno
under load the boost should be right up
check for leaks in the intercooler hose fittings or cracks in the intercooler
black smoke under load indicates a faulty turbo or turbo air leaks.
check for air leaks in the hoses and intercooler . Check that the actuator between the end housings is moving the variable vanes in the turbine (exhaust end ). Check vacuum hose to the actuator
have you checked the exhaust gas recirculating valve. if this is sticking , you will experience sluggish engine operation, and poor, if no turbo boost.
