Hello puma...i think you mean a P0304 code?
A P0304 code means that the the car's
computer has detected that one of the engine's cylinders is not firing properly.
In this case it's cylinder #4.
You have covered a couple of the possible causes...here is the list of possible causes that you can use to continue you troubleshooting...Make sure that you CLEAR the code after each repair is made. The fuel injector would be the next i would check, it could be dirty, defective and not firing. The color/condition of the #4 spark plug would give you an idea. Hope this helps...

Usually this is caused by the circuit board which is part of the bezel.Ford has a technical service bulletin out on this.Here is a copy of the TSB

FLOOR MOUNTED SHIFTER STUCK IN PARK
Publication Date: January 13, 2006
LINCOLN: 2005-2006 Navigator
ISSUE: Some 2005-2006 Navigators may exhibit the floor shifter stuck in Park due to an electrical system concern or by damage from liquid intrusion.
ACTION: Follow the latest online Workshop Manual diagnostics in section 307-05. If diagnostics lead to an inoperative brake shift interlock circuit board which may have been damaged due to liquid intrusion. The brake shift interlock circuit board is located on the bezel. Replace only the bezel assembly, current service parts contain all liquid diverter design changes. Do not replace the entire shifter assembly.
NOTE: DAMAGED CAUSED BY LIQUID INTRUSION IS NOT COVERED UNDER THE NEW VEHICLE LIMITED WARRANTY.

Its inside the fuel pump assembly. Unfourtunetly, you cannot buy it alone. You have to replace the entire fuel pump assembly (unless you can find the assembly at a junk yard and then take out the relay.

SOURCE: where is the ignitioncoils located on a 2005 lincoln navigator
There are 8 coils each one is located one over the spark plug it powers. There will be a plug in on the side of them and a 1/4" screw holding them down. Remove the plug then the screw then pull up and the coil and boot will pull off of the plug
