MY HIGH REAR BRAKE LIGHT WORKS, AND MY TURN SIGNALS WORK. hOWEVER MY BRAKE LIGHTS DONT
Replace the turn signal switch. If you want to prove this have someone stand behind the car with your foot on the brake. Then wiggle the turn signal lever. The brake lights should blink. This is a real common problem with W body. I have replaced two on my cutlass plus tons more at my shop.
I have the exact same issue... only brake light that works is the 3rd middle one. Tried everything and google (as well as here) points to the same solution csmock132 posted.
Sadly I also googled how to replace it and doesn't really seem "beginner friendly". :(

To start troubleshooting this problem:

Access your fuse box and check the fuse labled- rear tail lgts,turn sgns, that fuse is blown, replace the fuse with the same value fuse, while your under there, on the fuse box or next to it you'll find 2 round plug in components, about the size of a Marshmellow, one of these is your flasher unit and the other is for your turn signals, replace both of these, even though one may work, it's just good sense to replace both, that shoud fix your rear lighting problem. good luck.....

check wiring harness behind light assembly for a loose or broken ground wire. this would not affect the third or "cargo" brake light
