Try installing a jumper across the N/O terminal at the relay socket. Temp sensor in the radiator or in the thermostat housing supplies the signal for the relay the other relay signal is supplied by A/C in on position. both fans will run continuous with A/C on. One fan runs intermittent relative to water temp. Be careful not to blow a head gasket. If you leave the jumpers in place, the fans will stop when the ignition is turned off, save the engine until you isolate the relay signal problem. then simply remove jumpers and reinstall the relays
Yes it COULD be a bad relay. But then again, it COULD be a malfunctioning A/C high pressure switch or a bad engine coolant temperature switch, or bad ground circuit, or any of the wiring in-between. If your Camry is equipped with the 2.5L engine, it could also be the radiator cooling fan control amplifier.The system must be properly diagnosed to locate the source of the fault.
there should be a relay box under the hood on the right hand side it should say fuse/relay center under the lid is listed all the fuses and relays there should be one thats for the dash board

have to check the main relay fan fuse relay and disconnect the fan and
try it directly to make sure the fan motor is fine if all this is well
into the cavity where the thermostat is a thermal switch that sends it relay
the signal to the fan you can disconnect and the fan has to start
working if this works the problem is you have the thermal switch. Thanks
check the relays under the kick panel on drivers side...maybe switch them around and see if that works....sometimes corrolas will do the same thing.check the ones under the hood also.
