The key is in the ignition and will not turn the car off. We have tried wiggling the steering wheel, etc. The car is in park. The car will run, it just won't turn off and we cannot get the key out of the ignition.

Get some graphite or lock oil and put it into the ignition. This should help alot,Also if you try to turn the steering wheel while turning the key it will releave the pressure on the wheel lock and this helps as well (when the wheel is locked, you should only be able to move it a little bit in one direction)

MY guess would be that it's the starter, with an automatic transmission, if the car is not in park or neutral, the car wont even attempt to start, so the clicking sound you say you hear rules that out. Now, im not an "expert" or anything just a guy with some general knowlege, so before you do anything i would recommend having it looked at, but if you feel confident enough, the starter is where i would begin, hope this helps, and good luck.

It must have been weather related. When it warmed up, the key worked and the steering column unlocked.

Your steering wheel is locked in place. You need to put the key into the ignition, then turn the steering wheel more towards the way it is already turned and try turning the key then in the ignition. The steering wheel should move ever so slightly and it should free up the ignition. Let me know how this turns out.
