Hey Elizabeth, is there any of the broken cable or end of cable still there ,? if so use a pair of vice grips to pull cable as long as the rest is still working . then you have some time to repair ,when you get hood open spray some lube on latch under hood and locking parts. good luck .

Remove the turn signal from the Drivers Side and push a long screwdriver into the spot until you trigger the latch, this is a tedious chore at best but sooner or later you will trip the latch and the hood will open, then pull the cross over cable and unlatch the hood. Please replace the opening cables, both of them and build an EMERGENCY HOOD CABLE and run it down until you can reach it from the outside, under the car. GOOD LUCK!!!!
in the car at the handle that broke you can grab the cable with visegrips or pliers and pull on the cable it should release the hood or with a long screw driver under the bumper push the release at the latch
Sounds like a problem I had with my '85 Dodge D150 Ram Prospector. In my case, the automatic choke was broken and it was starved for air during acceleration because the choke was always closed. It ran fine at idle or very slow acceleration. I wired the choke open and it runs much better, although it is much more difficult to start as the fuel mix is lean due to the extra air. Once it gets warmed up, though, it runs fine. I hear that the barrel carb on mine often has problems.
Hope this is not too late. I just worked on this exact car and problem. If the cable is broken upstream from the in car release handle here is my solution: The Stratus has four grill panels. Remove the screws from the upper two panels. The panels have a plastic rivet at the very top which can't be removed unless the hood is open so bend the panels up to gain access. With a flash light look through the grill openings and find the latch. The latch has three 12mm bolts holding it in. The two outside bolts are easily removed through the grill openings. The third bolt is tricky because it is lower and dead center to the grill. It is not in alignment with the openings. It is hard to even see it but with a long extension, universal joint and 12mm socket, it is possible to get to it and remove it. I got to it through the passenger side grill opening. With all the bolts removed, the hood opened with the unbolted latch still attached to it.
can you reach the cable itself?,or is it broke at the hood latch?IF its not broken at the outside latch, try to follow the cable,un-hook it from the handle and pull on the wire cable to open it.IF its broken at the latch itself,you are going to have to reach the latch through the grille and try to pull the lever the cable connects to.That part is no fun at all..!!
