From your description it sounds like you need a new rear wiper motor. If I understand your description correctly. When you active the rear wipers, they work but when you press the same button, to turn them off. The wipers still continue to move. The wipers will turn off if you turn off the ignition key (when the wiper blade is in the parked position). and when you restart the van the rear wiper still stays off until you press and active the rear wipers. If I understood you correctly then I will suggest that you take a closer look at the rear wiper motor. If you have any other questions, please write back. I would like to hear from you and the progress you have made, good luck.
I think maybe the button in the dash, which is a cheap fix, needs to be replaced. The button turns wipers on but won't shut them off. Bad button. If the wiper motor comes on when you turn the key on I would think you have a short in the button or even in the wiper motor but because it stays off until you push the wiper button, I think the button is bad. I've replaced every window, doorlock button etc. They always seem to work one direction but not the other. Perhaps start with the cheap button fix. Easy to do....
I guess at least you have the answer you were looking for. If you deside to try repairing it yourself. The rear wiper motor is available aftermarket for around $53.00 and the rear wiper switch is not (dealer item only). But call the dealership first for pricing on both, its nice to weigh your options. Once again that you for reaching out and writing back. If I can be of any more assistance please let me know, good luck.

The wiper continues to run because they are still on. Im wondering how do i turn them off. I bought the van from a friend and it doesnt have a manual. I turned the wiper on and dont know how to turn it back off
The same button that activates the rear wipers, is the same button that turns them back off. I think you were just asking how to opperate the rear wiper circuit and I interpited the question as a request on how diagnose it. If you do decide that this system needs to be repaired then please consider the additional advice that was provided. I did agree with the other Advisor (Phil Madison) It may be easier to replace the dash mounted switch (if the circuit requires a repair). Unless you have a test light to confirm that the button is sending the "off or cancel" signal to the rear wiper motor. it may be easier to just replace it. If a fault in the rear wiper circuit exsists, the problem will either be found inside the rear wiper on/off switch or the rear wiper motor.
Ok. Well then i may have a problem. When i press the buton it does nothing
Replace your windshield wiper switch in dash. Cheap fix. If that doesn't work, replace the wiper motor. It's almost always one of these two things. Doubt it's a short anywhere else. If you end up replacing the wiper motor there are several videos on YouTube so you can watch this procedure being done. Be careful not to move the linkage to the motor anymore than you have to. Take a picture of the way it looks before you take it apart so that you will know the exact placement of the linkages. I messed this up once, so this comes from experience. There aren't any videos of the dash button being replaced on YouTube however. Your Haines or Chilton repair manual will help get your dash apart so you can replace the dash button. Very SIMPLE... Good Luck.
