Sounds like it's in limp mode. Limp mode means your car is basically limping along. There's normally something wrong with the ecu or possibly a multitude of other things. Take it to the manufacturer and let them at least dianose it.
your car can be in a limping mode ....first thing to do is to scan it and let me know what codes you have there ( it is not for sure you have a problem with a transmission it is the computer keep it in that gear so u can take it to mechanic )
This can be caused by a faulty TCM (transmission control module). If the TCM is faulty the car will run like limping or won't run at all. It is located underneath the dash on the passenger side. Once replaced you'll be good.

a spun cam bearing perhaps? which would probably mean new cam, new bearings, new head..... sorry but I am sort of agreeing with the mechanic.oh... not to laugh at your situation but the socket "chillin" on radiator comment... LOL
The throttle module is the culprit. The car is in the "Limping" mode. Either the module can be reset or need to be replaced. Only Authorised Volvo workshop can do it.
