most all newer vechicle when turn off ignition.light will turn off automatically.only time use manual headlight switch when malfunction in the automatic lights not turning on manual light design just get you home.
Those are vacuum actuated headlights and the vacuum leaks down when the engine is off. Probably have a leak in the headlight actuators, will need to replace or rebuild one or both of them, not a big problem for them to pop up some people just do not like for them to pop up while parked.
There may be a switch on the dash to activate your automatic headlights. Some people do not like this feature and deactivate them. Look in your owners manuel for more infor on this.

Pull the DRL fuse. DRL=Day time Running Lamps. That will disable it completely and lights will only come on with your switch. Want to keep the lights on automatic just not when started? I don't know.
This is normal operation. The XL-7 has daytime running lights and automatic headlight controls. You can keep headlights off when starting by applying the handbrake. If / when the daylight sensor on the dash determines it is evening and turns on the headlights, they will come on regardless of the handbrake position; and obviously, if you want to move the car, you have to release the handbrake (and headlights come one).
