Still no brake light on the left and right side only the tail gate light work, check fuse under hood, check brake paddle switch and seem to be ok. any other solution?
Check to see if the car has a multifunction switch this switch controls everything from brake lights to hazard lights to wipers ect. so you want to call volvo parts ask them about the multifunction switch and ask them if the hazard switch is built into multi then replace the switch.

ST/LP, Fuse 12, 25 Amp - feeds battery positive to brake switch ORN (orange) and out the WHT (white).
Test with a simple automotive incandescent test lamp to ground. Test lamp should light on both sides of the fuse and with contact to the switch ORN and to WHT while brake depressed.
Sounds like you may have a short within the brake light switch itself. I'm not familiar with the vehicle but this electric switch will likely be located under the dash on the brake pedal itself.
Did you check the flasher relay in the fuse box under the dashboard? If you have tail lights and brake lights then I'd be checking the flasher. I'd also check the fuse center under the hood of the car. Sometimes there are fuses for the flashers there also.
Sometimes the wiring will go bad in the light assembly check all fuses under dash and under hood. sometimes have individual fuses for each tail light. otherwise check wiring.
Well, have you checked the fuse? Maybe stick another one (of the same size) in there anyway. If that's ok, then check the stop light switch. It'll be somewhere along the brake pedal linkage/ arm under the dash or under the hood around the linkage or master cylinder. Look around. You can short across the wires temporarily to see if they light up and then you'll know if that's it.
