More than likely, you have a broken wire or two between the body and the driver side front door. This is a very common issue with those cars when tey get older.

SOURCE: rear passenger seat belt stuck forward. any way

Probably not you can try to get it to pull back in by pulling on it but of course i am sure you have tried this. The belt will need to be replaced. If you would like contact me and i will get you a good deal on the belt and installation instructions if you are wanting to do the repair yourself.

Thanks,

Chris

SOURCE: stuck seat belt

Remove the panels to the belt, normally these can miss roll and get stuck. Unbolt the unit so you can get some slack that should be enough to release and pull it back out to correct it. If that will not do it get a replacement from a junkyard and replace.

on each side was a flat pin inserted into the silver coloured alloy piece. First I had to remove that bit and then the seat had to be in 90 deg. angle to be able to nock it out upwards. Any other angle, no go.

Where is fuel filter on 1998 Volvo S70 non turbo?

The fuel filter can be located under the carpeted cargo storage floor at the rear of the wagon. Remove the four 10mm bolts, remove the cover. You will then see a removable plate to the right just behind the rear passenger seat. Fuel filter can be seen through hole in hole. Replaced from underneath wagon. Be sure to make sure lines are fully inserted onto filter. Check for leaks. Note arrow on filter for correct fuel flow. Good luck and hope this helps and no smoking please LOL

Rear passenger side seat belt is stuck, and I can't work out how to get to the mechanism without damaging the seat.

If it is a 850 sedan like mine then you'll have to remove the speaker covers and then pull up the rear deck cover, then you can get to the mechanism.
