My rear left tire of 2001 Pontiac Montana will not turn

My rear left tire of my 2001 Pontiac Montana will not turn. The right rear tire works normally. The emergency brake is off. Has gotten stuck once before, but after an hour of trying starting to turn again as normal. Problem has happened again and am want to know the reason for this.

I just had to replace a leeking wheel cylinder due to this same problem wheel would not release

Could be a rusted parking brake cable. The praking brake may be released, but the cable doesn't slide back. Check if parking brake cable for left wheel moves freely. If not, the cable needs to be replaced.

The original tire size is 215/70R15 and you're asking for 195/60R15.
According to tire size chart, you are more than 3% diff overall size diameter. So if you drive your van at 60km/h your speedometer will read 54.1km/h.
I would say no it won't fit without changing the speedometer reading.

Hit the back side of the tire with a hammer (preferably big) On the back side of the tire at the rim. Turn as you go. It will come loose. It is corroded at the wheel hub.

1st check to see that all the lugnuts are tight. If that is not the problem you will have to go back to the tire shop and have the wheel balanced.

open the drivers door there will be a sped lable on the inside the door edge has recomended tire size, air pressure and so on

what side the does the noise come from?if right side the right cv axle if left side then left cv axle has gone bad common problem on front wheel drive cars.to make sure look under car and look next to tire there should be a black rubber boot that is accordion shaped if torn there's your problem.
