I have a 2004 hyundai sante fe - hesitates at 40-43 mph

I have a 2004 hyundai sante fe - when it gets to 40 mph up to 43 44 mph it feels like it is hesitating like if I am driving a stick and dont shift fast enough and now here lately whenever I fill the gas tank up from it being not completely empty however approaching E it will not turn over the first time and hestitates the second however I set there pump the gas a couple and then start it and have to quickly take off?
