The Relays are located in front of the gear shift behind the Ash Tray. Unclip the Fuse panel and you can get to all the Relays. You need a wiring Diagram to test the Relay circuits. There is usually a diagram on the side of the relay but do not use full amperage on them when you test them.
Most likely the fuel pump relay located behind the ash tray and cig. lighter tray has cracked solder points. No need to purchase a new one, simply remove the ash tray, remove the cig. lighter and bezel. Then remove the two screws holding the cig. lighter compartment and pull it from the lower left coner to remove it. Now you'll see fuses and relays, look for a white relay, pull it out and pop the cover off to expose the circut board. Examine the solder point for very finr halo cracks. simply use a solder pen to heat the point to remelt the solder. reinstall and you should be good. I was a Master Volvo Mech. for 20 years
You can find it behind the fuse box. To access the relays. Remove the plastic cover on the cigarette lighter socket, remove the screw, and remove the ash tray to gain access to the fuses and panel whit the lighter socket. The relay is marked number 123 or 136, found all the way to the right second row.
Try the headlight relay. It is behind the kick panel directly in front of the driver. It might be shorting on the wiper relay which is in the same location.
