I have a 2003 Elantra and some times if feels like the power steering will go out and one time the steering wheel locked up. I'm trying to figure out if it is a power steering pump going out or the ignition lock is going bad

Typically, the steering is preloaded. This happens when car is turned off with some steering assist being applied (whether you know it or not).
Often you have to manhandle the wheel in one direction or the other while turning the key.

Hi what is happening is that your turn off your car and left the wheels turned to one side and specially if your car is parke in a hill what you have to do is to force the steering wheel to the same direction of your wheels this will free up the ignition switch it is going to be hard let me tell you but it will work and this is why your shift don't work once you have the ignition switch free then your shift will work again

Make sure to push the brake firmly with you foot. I do this all the time.
