The car slides back when parked on a incline and the car is in park

sounds like a bad park pin likely your truck was hit when parked or you park on some steep kills and dont use the parking break and have bent the pin and it is now loose in the hole
the pin is a pressed fit pin and they do come loose

The emergency brake will not release when I pull the release handle.

just a little rusty is it ???\

theres a product called release all spray it down the parking break cable ends in the parking break housing
also if need to work asap put truck in reverse and slowely work it back and forth rock the truck

or if all else fails remove tires and wach drums with a hammer untill they release then once open pull the cables with vice grips and have friend pull hand break
so you get a back and forth motion untill cable free remem ber there are 2 rear drums on every truck
so do both cables

Breaklights don't work. The regular back light turn on, but when I press the break, the break lights don't turn on. ( I checked the bulbs and they are not burned out)

There is a plunger on the Brake Switch which is behind the Brake Pedal (arm). This can be checked and adjusted by "unscrewing" the plunger (out) so it makes better contact. Test the brake switch plunger to rule out if the brake switch is bad - and needs to be replaced.

03 Ram 1500 E-Brake light flashing

its possible the switch on the e/brake unit broke, take a flashlight and locate a single/double wire that goes to the e/brake assembly (this is the piece you depress with your left foot) and look to see if the wire is broken or the switch the wire goes to is broken.
