Faulty Upstream Oxygen Sensor Bank 1
Fuel pressure high or low
MAF sensor dirty/defective
Vacuum leak on engine
Leaking fuel injector or fuel pressure regulator
Faulty Powertrain Control Module (PCM)
fuel pressure and regulator would come under the same problem. there is no real way to test this at home without pressure tools.
vacuum leak is a common problem to happen over time look for any cracks in the vacuum lines or splits etc. any extra air getting in to the fuel system is not accounted for and can set this code off.
Maf sensor, this can mean the air filter is dirty and needs replacing and the maf sensor need cleaning to. there is a spray you can use to clean maf sensors so would recommend using this as its best to clean the maf sensor when replacing the air filter. pcm i would think you would know if something was wrong with this as it would give other codes not just this one.

SOURCE: P0401. P0133, P1131- emmision test

Based on what the tech manuals say I would change the DPFE sensor for the EGR Valve, careful not to tear the special silicone rubber hoses that go to it from the exhaust, as a Ford dealer tech I saw these codes allot, and the DPFE sensor was almost always the issue or the hoses going to it.

SOURCE: P0136, P1131, and P1151 codes on Ford Expedition 2000 4.6L

Your auto has four O2 sensors. Two upstream and two downstream; With two banks. Bank 1, sensor 1...and bank 2, sensor 1 are the two upstream (exhaust manifold before the catalytic). Bank 1, sensor 2 and bank 2, sensor 2 (other side of catalytic)

Code 1131= upstream; bank 1..sensor 1
Code 1151= upstream; bank 2..sensor 1
Code P0136 (generic code) bank 1..sensor 2 (questionable)

I wouldn't spend the money to purchase 3 sensors. Highly unlikely all three are bad; Cost is about $40/ ea.
Since there isn't a code for the cat's themselves, I would suspect the O2 circuit is malfunctioning. The rough idle is another clue.

Take an ohmmeter set it on X10 scale and measure the resistance from engine to body and body to negative post on battery terminal. You should read zero ohms (full needle deflection). If you do go buy two upstream O2 sensors. If you read
open or a high resistance run two straps from eng. to body...and body to neg.batt. post.

SOURCE: Getting P1151 and P1131 codes on my 98 Ford

No that is it, More then likely your 02 sensor needs to be replaced.
But other possible causes would be excessive fuel pressure, leaking/contaminated fuel injectors, leaking pressure regulator, low fuel pressure or running out of fuel, vapor recovery system.
Other possible causes could be: Air leaks after the MAF, vacuum leaks.
Possible causes PVC system:
improperly seated engine oil dip-stick.
Possible causes EGR system:
Leaking gasket, stuck EGR valve, leaking diaphragm or EVR.
Possible causes Base engine:
Oil over filled, cam timing, cylinder compression, exhaust leaks before or near H02S(s).
I know its a lot of info but it could be anything. Take your time, good luck. Let me know how it is going.

SOURCE: I Had a p1131 code replaced o2 sensor before cat

vacuum leak in PVC line or clogged PVC. its a leak after the map sensor. o2 sensor is correcting for a lean condition so its adding fuel to your car when the o2 sensor detects the extra air.

P1131 - Insufficent Switching 02 Bank 1 Sensor - 1 Sensor / Lean.

Sensor 1 on bank 1 is the passenger's side upstream 02 sensor.

Start by cleaning the MAS and Filter and see if this helps. If not, you will probably need to replace the O2 sensor.

It COULD also be a bad No.2 injector I believe

The computer says that it has a code p1131 manufactor control fuel air metering also p0135 o2 sensor heater ciruit malfunction bank1 sensor1 and p0307 cylinder misfire

firstly check your 02 sesor bank 1 sensor 1 first because maybe 02 sensor death come out more fuel until air metering cannot control so air metering code came out and spark plug overdose fuel and misfire incur check with ohm meter to get the ohm from the 02 sensor rectify

Obd code P1131

this problem code is p1131, manufacturer control fuel air metering. this means the o2 sensor on bank one is bad. bank 1 is the same bank #1 cylinder is at. so this means 02 sensor in front of convertor is bad.

2002 Ford Windstar Error Code P1131 And P1151

those two codes are for the o2 sensors. both are the upstream sensors on the front and rear banks. so they are desinagted bank 1 sensor 1 and bank 2 sensor 1. them most common cause for this is faulty o2sensors , bad gas and of a poor running engine. so if your car runs good (no misfire) and gas is ok then replace the o2sensor witch is the very most common cause.
