I have a 1998 Lexus GS400, I turn the switch but the car won't start. It sounds like it wants to start but it won't "grab" it's kinda hard to explain. Please any suggestions. I was told it was the head gaskets, and someone else told me it was the timing belt. Is there any electronically, fuses I can check before I have someone put hands on it.

The first tests should be to check for the proper fuel pressure and the presence of proper spark. If you don't know how to do that or have the right tools, then there's really nothing you can do but have it towed to a shop

1998 Lexus GS400. Key stuck in ignition after reading obd2 codes

Hi,
Do you have the Owner's Manual? If so, look in it for the way to deactivate the Alarm when the battery has been disconnected. This is only for the FACTORY Lexus alarm. If yours is non-factory you'll need to 'google' the alarm brand and 'how to turn off'.
