I'm guessing a throttle return spring is loose, bent or broken.

The throttle position sensor has an idle switch in it that tells the car's computer that the throttle is positioned at idle. If the idle switch sticks in the idle position, the computer will not allow the engine to rev more than 2500 rpm. In your case, I think the switch is stuck.

First, see if you can get the trouble codes to come up. Rig a jumper wire and jump between the "T" terminal and the "E1" terminal in the car's "Diagnostics" box. It is a small black box on the driver's side of the engine compartment near the battery. Open the lid and on the inside of the lid it has a map of the terminals.

Once you hook up the jumper wire, turn the ignition switch to on but do not start the car. If there are codes, the check engine light (orange) will blink the 2 digit code. It blinks the first digit, pauses, then blinks the second digit. The code for the throttle position sensor is code "41". That is, four blinks...pause...then one blink. If this code comes up, change the throttle position sensor. (If there are no codes, the check engine light will steadily blink once per second until you turn the key to off.) Don't forget to remove the jumper wire when you are finished.

i really don't think they have a goverenor..i believe its called a rev limiter...although that's what sounds like is happening, i believe it just may be a fuel issue..perhaps a plugged filter, or pump maybe going. Have it taken to your shop..i have seen, if the spark plugs are bad, then it will also cause the underlying condition as well...so there are a few ideas....my advice is get a tune up anyway, plugs, fuel filter, air filter...then if the problem is fuel pump, do the strainer and fuel filter and air filter at the same time...to eliminate any further problems.

Will not shift out first gear

I assume this is an automatic?
If the shift linkage is not damaged (jammed or disconnected the usual answer is the governer valve in the transmission is sticking.
The fix for this normally involves pulling the trans out stripping it apart cleaning the governer valve new seals gaskets and reassembling.
(translated lots of money) try using a auto trans flush to clean all the gunk out of the transmission. Run the trans through all the gears with the trans flush and try driving it (only short distance test drive as its not proper trans fluid) see if you can get it out of first gear (flatten the gas pedal and let the engine go to max revs on short bursts) once it shifts once or twice go back and remove the trans flush fluid and replace with correct specification auto trans fluid I would also change the transmission filter at this point if it was mine .

If the governer gear strips,it will stay in low.
Round cover at front of tailshaft,somtimes has a metal
clip like a master cyl. cover. Pop the cover and remove the governer
(will lose a small ammount of fluid,maybe 1/4 cup)
The plastic gear on the end may be damaged.

governer is not working right. Get it checked at a tranny shop. Don't let them tell you its a rebuild, cause its not. Just the governer adjustment.

P1756 what does this mean: It is transmission related, difinition is: transmission governor pressure not equal to target...its a transmission code this is a common failure... have seen these governer pressure sensors fail often.... most codes are governer pressure sensor volts too high or low, governer pressure sensor not equal to target.. Most of the time you replace the governer pressure sensor and soleniod.. I would recommend you to fix this problem if not you will end up burning the clutches in the trans... The trans pan needs to be removed....the sensor is bolted to the valve body and is located on the pass front side of the valve body.

sounds like it may be the modulator valve,which is attached to the side of your tranny.its a pretty easy and cheap fix.Hopefully that is what it is.
