Honda has issued a recall on several models which have problems with the ignition switch. The recall includes vehicles from about 1992 through 2004 ( I'm really not sure of the years. ) Do a search for Honda ignition switch recall and you'll find some links. When you call the dealer I would suggest that you have your VIN handy so he can confirm your vehicle. This is a recall and should not cost you a dime for the repair.
SOURCE: hood latch won't release
This has happened to me several times, this will take two people, but all you need to do is have one person pull the hood release, while person number 2 pushes down on the hood, and then pulls up...that ought to do the trick
SOURCE: humming noise under the hood
It could be the ABS. MY HONDA DOES THE SAME THING.
I took it to PepBoys yesterday and they could not connect to the
computer interface. They said I need to take it to a honda dealer
so they can connect and determine what is wrong with the
Automatic breaking system. The noise is the ABS motor
turning on and off.

You should check your main relay located in the drivers side (click here for picture)
You can open it if you wish and do a visual inspection for burned or cracked solder points to make sure that is your problem.
Hope it helps =]
SOURCE: replaced alternator and battery, car still wont start.
My honda had a similar problem, however, it would not start at all. I checked everything, starter, battery, and even replacing relays, nothing worked. I ended up replacing the ignition switch. this is about a 50.00 part. You will need to remove some of the dash on the driver's side, 4-5 screws on the steering column to expose the switch. there are 2 screws that are visible and one that is hard to reach on the back side, however can be taken out with a small wrench (6 MM I believe). there are two wire harnesses that will need to be removed in order to get to that last screw. then re assemble as you have taken apart. When re assembling the plastic on the steering column, be careful to make sure that you align correctly or you will get a clicking noise every time you turn the wheel. total time period to do this is about 4 hours. Good Luck!
