I don't know how to disable the alarm for your Trooper. With most cars however, if you open the drivers side door with the key, and insert and turn the key to try to turn it on (even though it won't start) that should disable the alarm.

Can we back up??? So there is no Voltage getting to where? Is there Power to the Starter? Power to the Pump? Power going into the Computer but no signal coming out?
This sounds like a low battery condition, have the battery tested by a local Autozone or O'reilly auto parts, it is free. If the battery is ok check the cables for corrosion.If the cables are ok then you may need a new starter solenoid or have a poor battery connection to the solenoid.
maybe earth strap to chassis from engine. put a multi meter from battery neg to engine, set it to DC volts and crank the engine. should read 0 volts if ok. will read about 12 volts if earth is knackered.
Check the starter/solenoid - sounds like either one or both need replacing. If you can get the starter off - you can take it to an Auto Zone or an O'Reilly's to get it tested. I'm not sure of any tests for the solenoid (sometimes it's part of the starter) - some cars also have a starter relay switch. If that's the problems - it's usually cheap & easy to replace.
