A/c on 2000 lincoln town car not blowing hard enough

Have you ever replaced the cabin air filter (AKA pollen filter) I would suggest you do that and see if it cures the low air flow problem. If the problem persists then you may have an obstruction at the cabin air intake area like a plastic bag.

Where is the cabin filter in 1999 lanos think it needs to be changed

According to autozone's site there is no cabin filter available for your model.
What makes you think it should be changed? Is there a bad smell? or lots of dust? Or the air circulation is not high enough?

Why is the blower not blow strong air out i put new moter in but it still does not blow good

do all of the fan speeds work? if not you need to replace the blower motor resister. If all of the fan speeds work then you need to clean or replace your in cabin air filter. When this filter gets clogged you get very little air flow from your vents. Instructions for your cabin air filter service are in your owner's manual

Look for the cabin air filther in my 2000 gmc jimmy

I'm 99% sure it doesn't have a cabin air filter. I've serviced many Jimmys and similar GM trucks of the same era and never replaced a cabin air filter or seen a reference of one in manuals. What kind of smell are you experiencing? Is it a musty moldy smell or a horrid animal smell?

Interior air filter

If you mean the cabin filter, it is located under the dash on the passenger side, to the right of the center console. You need to remove a plastic strip-like cover and then you can pull the cabin filter out. It is quite long and to replace it takes a bit of fenagling.
