How cold
ever do a tune up,,
good spark plugs work way better cold. new ones.
as does fresh winter fuel.

Hi. Try to adjust the idling of your car. If same result after adjusting the idling. There could be a problem with the cervo kit.

Oil light stays on when engine is started

If oil level is okay and the engine has pressure like no knocking the sending unit is bad. The dealer will charge about 85 to change it don't even try to do it yourself. It took a garage 6 hours to change it. It is in a bad spot and unless you want to rip the connector of it and hope it stays on the new one, it is easy to do . If you want it done right take it to the dealer

What temp should a/c be in 1995 chev on max

Hard to say.
Under normal conditions, vent temp should be about 20 or 25 degrees less than outside air temp.
So if outside air temp is 90 degrees and the engine is at idle speed, vent temp would be around 65 or 70. On the road the vent temp could be less than 60 degrees.
If outside air temp is 70 degrees vent temp will be around 40 - 50.

My 2007 Chevy HHR 2.2L, coolant temp sensor is reading that the coolant temp is 20 degrees warmer than the outside temp after sitting for over 12 hours and the operating temp gets to 214 degrees without...

Sure the engine coolant will be warmer than the outside temperture and if the car has been sitting a long time in cold weather and the outside temperture warms up it could be the other way around. The coolant temperture sensers aren't real accurate as they are a relaitive senser beween hot and cold and the numbers reported don't have to be real just the change from hot to cold and the reching of the coolant to the operating temperture. Noe it the senser doesn't read the opertating temperture coprrectly you'll have all kinds of problems. The therostaste will try to set the temperture of the water to it's set temperture and can open or close completly to get 195 degrees F. Many times if it's too cold then the stat is bad and needs to be replaced This shows up in alot of cars first thing after winter and the first onset of cold weather when the daily tempertures vary the most from day to night.

Overheating when outside temp goes above 90 degrees F

on GM vehicles they still use clutch fans and when sitting at an idle for a while the fan is not pulling enough air through the radiator and condensor so therefor the a/c starts to put out warmer air and the coolant temp. will rise a little bit. You could try replaceing the fan clucth and see if that helps any.
