If you can hear the central locking mechanism in that door, then a linkage inside must have come adrift. You would have to remove the panel and look. It appears to be a known issue!!
Fuel draining when I park van on slope with the front raised . will start then cuts out , I have to turn engine over for 20 sec.

Usually on cars there is a blower motor resistor that changes the amount of amperage to the fan motor. If that is fried or shorted out than you could be receiving too much juice and piping your fuse. Either way there is some kind of short.
