It will no dout be the water pump for the heater, this located on the passenger side of the car, under the bonnet, it is very close to the bulk head, they can be got via ebay quite cheep and are an easy job to change.
please explain a bit better about this heat pump because mine only has AC and i cant reverse the system to get heat out of the AC unit ,unless you mean something else thats only on a californian model??
There is an overload protector, like a fuse on some of the compressors. It is pricey and awkward to get at, but most a/c shops can switch it out. About half an hour labor and 50-60 for the parts.....
