I have the same problem w/the year & model. I got 2 different answers. 1) the problem is on backside of instrument cluster, the cable that spins the numbers is either disconnected or the housing where it connects to the back of the odometer is worn out & needs replacing. 2)The whole cluster is 1 piece & the odometer sections bad. I tend to think is answer #1. My 280zx had the same problem the cable was loose at the connection to the transmission. Hope this helps.

I worked for Buick from 90-93 as an A tech. The Regals and Cutlass had defective clusters. There is not much you can do other than replace the cluster. (is everything else working on the cluster?)

I had a 1990 cutlass that the odometer quit at 199000. I just kept driving it, or I should say my son kept driving it.
