Whatever the reason might be for seeing "SAFE" displayed on your radio, there is fortunately a fix for it. And thankfully, the fix should be quite simple.
In order to get the VW radio out of SAFE mode, you'll need to locate the radio code. There should be a card containing the code within your owner's manual. Once found, you can follow the instructions in your owner's manual for entering the code and getting it out of SAFE mode, as it could vary based on what radio you have.
If you are not able to find the code or are having trouble figuring out how to enter the code, the best thing you can do is to call your VW dealer for help. This is the best way to obtain your radio code if you do not have it.
To unlock your VW factory radio from "SAFE" mode, you will need to enter the radio code. Typically, the code is written on a radio card included with the documentation for the vehicle when the car is first sold.
If you don't have the code, or have lost it, you can retrieve it by visiting your VW dealer. You will need the car's VIN number and the serial number of the radio (located on the body of the radio).
The procedure to enter the code is as follows:
Press the "MODE" and "SCAN" buttons simultaneously and hold
them until "1000" appears on the radio display. Release the buttons as
soon as this number appears.
Refer to your Radio Card and use the station preset buttons ("1",
"2", "3" and "4") to input the code. Press the "1" button repeatedly to input the
first digit, the "2" button to input the second digit, etc.
Press and hold the "MODE" and "SCAN" buttons simultaneously until "SAFE" appears again. Release, and the radio should be unlocked.
Do not enter the wrong code more than three times, or the radio will lock itself. Note the dealer can also enter the code for you (they may charge a small fee).
IMPORTANT NOTE: You must have the security anti-theft code for your VW radio from the car manufacturer, or from a VW dealer! You can find the radio code at: http://www.radio-code.co.uk/
The sequence of programming for VW radio is: 1. Push simultaneous "SCAN" and "RDS" keys until on the screen will appear "1000" displayed. 2. Release keys. No more push on "SCAN" and "RDS" keys because otherwise number "1000" will be considered as first safe code attempt. For example: we have the security code "5079". Then: 3. By the no.# 1 key you will set up the first safe code digit. Push 5 times on the no.# 1 button. The "5" number will be setted. 4. By the no.# 2 key you will set up the second safe code digit. Push 10 times on the no.# 2 button. The "0" number will be setted. 5. By the no.# 3 key you will set up the third safe code digit. Push 7 times on the no.# 3 button. The "7" number will be setted. 6. By the no.# 4 key you will set up the four-th safe code digit. Push 9 times on the no.# 4 button. The "9" number will be setted. 7. Then push again simultaneous "SCAN" and "RDS" keys for confirm this safe code. On the screen will be displayed "SAFE" notice. Release keys! For few seconds a radio frequence will be displayed. The radio is now ready for use!

It has to be the wrong code. You have to take in to the VW dealership, (because of so many stolen radios), they will have to verify your registration. Then they will remove your radio, get the serial number put it in to VW hub<( dealership only VW repair site), and retrieve the correct code. Even though the code shown is in your owners manual should have been the correct code sometimes radios get switched. Question at the end you said you pressed seek- did you hold the right lower arrow button, (scan), in till radio began to play?
The radio is in Lock-Out mode. You only get two attempts to enter the code, then it enters Lock-Out mode. Put the key in ignition and turn on the radio for an hour (maybe a bit more). The radio should reset itself after about an hour and then you can re enter the code.
"2 safe" means that your radio was in safe mode, and then the code was improperly entered 2 times. you either need to disconnect your battery and leave it for up to 4 hours (i've been told), or leave your key in the ignition for around an hour.
once it comes out of "2 safe" mode, then it will just say SAFE and give you the numbers 1-0-0-0. You just need to enter the 4 digit code (using your pre-set numbers 1-2-3-4 to change the numbers), then hold the seek > button and your radio should come on.
If you don't have the code, call VW. they'll find your code for free. they did for me. if not they'll charge like $50 or something.
