Is the Carriage Bolt/Nut that the linkage bolts to supposed to spin when the motor spins? I'm talking about the bolt on the motor that is off center that the small 3" arm attaches to. Right now when the motor spins, the bolt slips or spins. It seems like that bolt should remain fixed and not spin resulting in a full 360 degree turn on the first arm of the linkage....

Pull up on the wiper arm, you will see a tiny little blade on the side of the wiper arm where it goes over the post, take a little screwdriver and pry that out board, this will release the arm from the post, it will be tight, wiggle the arm and pull straight out away from the post.
SOURCE: I have no idea how to remove the water pump pulley!
Ok, now I know for sure what the problem is, the water pump pulley is pressed on, u will need to disconnect the top side engine mount and raise the engine up about a foot with a floor jack, make sure u put the jack saddle somewhere where u won't damage the oil pan, if u must lift it by the pan use a flat peice of wood to spread the load, once it is up the pump will slide out, then u must have the old pulley removed and the new one pressed on,I think a power steering pulley remover tool is what u need, Kragen and Autozone will loan these to u free of charge if u want to try and press the pulley off and on yourself.

SOURCE: how do you replace serpentine belt on 1998 Olds88
i actually just bought the same car. there is a spacer about 4 inches long near the a/c compressor that has a long stud going thru it and a nut at the end.this is what "traps' the serp belt.you have to look closely otherwise you will think you have to disconnect motor mount.the stud unscrews-its an inverted(female)torx.ive been a mechanic for 20 years.its not the simplest design they could have made.the stud threads into either the block or timing cover,i forget which.once you have the stud out, wiggle or pry the long spacer out and youll be able to remove the belt.
