After replacing compressor on 98 Lumina, I added freon and it wouldn't run. I bypassed relay to make sure compressor was getting power and it didn't make a difference.
You need to have your mechanic flush and refill your system because the do it yourself kits do not vaccuum the system to a negative pressure or add the proper oil to the lines.

no easy fix
replace the ac compressor or have an a c shop replace the ac shaft seal
both are not diy domain as it requires an accredited ac professional to do the job to get the ac working properly again
Relay will not engage if pressure switch thinks freon is low. This switch does sometimes fail. If you are sure freon is ok, use jumper wire to bypass low pressure switch and see what happens.
The most common cause of no clutch engagement is a low state of refrigerant charge in the system. Have a set of AC pressure gauges hooked up and bypass the compressor cycling switch and check the pressure on the low side charging port, you show shop 28-32 PSI at idle.
Sounds like you didn't add oil , when freon goes the oil goes also. When you say locked up , you mean the compressor won't turn when the clutch engages? Either too much freon or the oil was gone from the system when you put freon in it.
i think you need a new compressor which is why the belt was left off ,also the gas is the main lubricant for the compressor as well so running it with no gas hasnt helped either ,best of british with it anyway
You can safely add R12 (freon) from a can with the system not running ,when you have enough gas and oil mix added to the system the compressor will stsart automatically the problem you have is not knowing if there is a leak in the system,as you need to check this as venting R12 to the atmosphere can land you in prison if caught !!!!,.The best advice I can give you is take the car to an Air-con specialist and he will carry out all the checks on the system for you and re-gas the system properly.
unless the compresor is on u cant get a good eye on if ther is enough freon but still should cycle on and off/if it has a low side cut out switch (scews in the large line with two wires)that can be checked by bypassing the switch/but mind u it could still have a problem with ac system/and if the ac works when bypassed(very short run time)then replace switch with new one right away,also look for ac clutch relay and check or replace
