Mechanic say timing belt cone in 95 civic but when I check through oil cap can see valve moving when cranckin.is it timing belt how to know fo sure
The timing belt and the crankshaft gear and the camshaft gear all have marks that line up to one another
Do your basic checks first, fuel, compression, spark, air. I mean if you see the valves moving, then your belt should be in tact, there are several other things that will cause your vehicle not to start, like the mass air flow sensor could be dirty or faulty, or the crank sensor or even and engine coolant temp sensor if its bad it could cause it not to start, so go thru your basics first
