My wife had recently seize up the tensioner and idler pulley on her 2000 chevy tracker. I put new pulleys on and a new belt, and every time i start the car the serpentine belt will slid up on to the edge the water pump pulley and stay there. Everytime i adjust it it does the same thing. What do i do> does that mean there is something wrong with the water pump pulley? It doesnt screech or squeal everything is perfectly quiet

Try removing the belt and turning each pulley by hand. If everything is smooth and free, with the belt still off, drive down the block once and see if the noise is there (this will eliminate all rotating accessories on the front). If you hear the noise, then there is a problem deeper inside. Oil pressure is good? Dont' forget when doing this, you will have no power steering, so be careful.

The A/C pully is supposed to spin freely until the AC is activated to run.. The cranshaft pully does not. Replace the tensioner pully. The belt has to fit in between the grooves on the pullys.

SOURCE: siezed idler pulley
tension chk aways between ALT and CP (harmonic balancer) and yes the idler (tensioner) is below the AC compressor. Recommend you replace it if seized.
