All of the lights work except for one low beam headlight. The running lights work just fine but when you flip on the lights only the passenger side headlight works. Although, the high beams work just fine which are from the same light bulb. I tried replacing the light bulb first but it did nothing. The drivers side low beam headlight still will not turn on.
Sounds like your dimmer switch is bad or stuck try working to get it unstuck it may have to be replaced.

Replace low beam bulb...or fuse is bad.
Check for a damaged wire for the low beam. Also wouldn't hurt to check the ground wire as the high beam will try and ground through the low beam but not visa verse

the ground wires for most headlights ground within a foot of the plug or so... sometimes one side will travel across the front end to ground at the same location as the other side... while you were checking for power you should of checked the ground at the plug. just switch the test light from ground to power

My niece has a jimmy, they should be the same. The inside should be the high beam, the outside the low, DO NOT TOUCH THE GLASS ON NEW BULBS! Oil will cook on them and pop them! Both come off the same way. Take off the big rubber thing. They are soft but over hard plastic. Just pull them off. If you have trouble, you can flip the little wire clips that hold the headlight housing in place, this will give you room to see the rubber caps enough to figure them out better. The bulb assembly rotates CCW counter clockwise, and should slip out easily. Take the wires and plug off. it should be obvious how it pulls off. Snap the new bulb into the wires without touching the glass part. Gently replace in backwards order as you removed it. Put the rubber caps on, they keep water off the bulbs. It will break them!
The passenger side was harder for me. I had to take the air cleaner off, the whole cover and filter.You should be able to see or feel the same type caps, The low beam outside, High beam inside. The same 2 wire clips are there to release the housing. Everything pretty much goes the same, other than the air cleaner has to be removed and replaced. And make sure the rubber cap is replaced! The blinking light is telling you that you have a headlight out, if you look the service light should be coming on when the light stops blinking.
Replace the head light and all should be fine.

If you have no power then the ground location is moot at this time. You need to follow the wires backwards...But I will say the hi and low use the same ground wire for that bulb which is usually grounded at the radiator support, next to the radiator. Now back to the power issue. The is a bulkhead connector underneath the master cylinder brake booster assy. This is where the wires comes through for the engine compartment. Find the color of the low beam wire at the plug and check for it at the connector. Then check for power. Yes, then it's broken somewhere in between and you can just temporary a wire to fix. If not then you need to check the connector itself. If still no then you need to venture inside and back track it all the way to the switch... Now you understand why electrical diagnosis on vehicles tend to be one of the most expensive repairs because it's billed by the hour as there is no labor times for these types of repairs. Ask more questions if you need more help...
I should of said... FInd the low beam wire color at the light bulb plug and then locate it at the bulkhead connector.
