could be the battery is old and losing power, ie not enough to turn the starter motor fast enough to start. Or the starter motor itself is worn and will not turn fast enough,
ensure the connections to the battery and starter are good. if the battery is older than 5 years i would be a good idea to replace with an new one of the same power rating and size.
in winter it is often the case that old cold batteries do not perform well. if with a new battery the problem persists, remove the starter motor and have it checked, if it is defective it would have have to be removed to install a replacement.
one way to check battery power is to try and start the motor with the headlights on if the lights dim down a lot when trying to start that indicates the battery is low on power.
Did you check voltage circuits at starter motor on the vehicle. Use a test lite. Any testing at starter motor, make sure tranny is in park or neutral and parking brake is set. I have no wiring diagrams for your vehicle so I can only talk in generalities. Most starter motors I fool with have two voltage circuits, one comes from battery hot all the time. The other circuit goes hot with key in the crank position and may be wired through neutral or clutch switch depending on the tranny. Whether this info applies to your starter, I don't know?
Make sure engine isn't seized.
Possibly you can use digital multimeter across battery posts, everything off, note the voltage reading. With leads still touching battery posts, have helper turn key to crank, note the reading, there should be some voltage drop, if none or very little drop in the reading, I suspect an open circuit, somewhere.
When the van was parked, was it in an area where mice or other rodents could get to it? If so, check for chewed wires near top of engine compartment and under van near starter.
More infomation neededas if the battery is new and the truck still needs a jump start then the battery /or wiring/Starter motor etc are no good as the battery is good for 12.5 volts and when running 13.5 max gharge so the engine should start and run 100% Unless you have a bad short somewere..
Also check fuel pump feed .
But check Starter motor first
try over riding the starter relay on the fender ,it has one there right?. dont go to a mechanic yet. the engine aint seized. if it doesnt have this relay then i would get the alternator tested. if you want to test it yourself it can be costly for the right equip. autozone usually tests for free. i dont know were you live so if theres not an autozone. let me know if you cant get it tested.
you haven't explained if engine is turning over when you say "wont start" if it wont turn over,could be starter motor sticking, when you say wiggle cable do you mean battery leads

It could be the starting motor is faulty or was not installed correctly, particularly if you are finding it turns over the engine slower than it should (dragging and dragging down the battery voltage). When starting the car, the teeth must mesh properly with the ring gear or all sorts of strange things will eventually happen. Alignment is controlled by shims on the mounting bolts and if they are the wrong ones or missing, also usually bad news.
Double check all of your ground wires from the battery to the engine and body. Also have the battery checked. Even if the starter was bad, the voltage while cranking should not drop down to 2 volts.
