95 Subaru legacy fog lights don't work, fuse good. High beams on regular lights don't work. Connected?

SOURCE: Low beam headlight is out, doesn't look like a fuse

Check the Headlight Switch. If your headlights come on automatically check the headlight sensor and its associated relay.

SOURCE: headlight low beam

Test to see if you have voltage at the bulb connector in low beam position. I'd almost bet that if there is no voltage there for the low beams that you have a bad high/low switch.

SOURCE: My 2001 Subaru Legacy's driver side headlight

Change the bulb. It's a high/low bulb, and the low side is burnt out.
