There are literally thousands of different flashlights & there are dozens of different possible answers to your question - depending on the specific flashlight you may have...
BASIC THINGS TO CHECK:
* unscrew the battery compartment, new battery opperated items often have a thin piece of plastic separating the battery from the unit's contact terminal to prevent battery drainage. Remove that piece of plastic (possibly sticky'tape), screw the unit back together & test again.
* if it's a rechargable flashlight, try charging the unit.
* if it's not a rechargable model, replace the batteries with a fresh set & test again.
>> if all else fails, Consult the User's Manual...
they most likely mention the solution on the 1st page of the manual.
there should be 4 to six screws around the cluster setup connecting the clear plastic cover to a black or dark color plastic piece connected to the cover unscrew those screws and disconnect the wiring clips from the back of the cluster
5505E MEASUREMETER BATTERY CHANGE (3V CR-2032)
REMOVE WHEEL AND SHAFT BY GENTLY PULLING AXLE OUT OF UNIT.
DRILL OUT 7 PLASTIC HEADS WITH 3/16 DRILL BIT. (ABOUT 1\8 DEPTH)
SPLIT TWO SIDES OF CASE AND REMOVE HANDLE.
SLIDE OUT CLEAR PLASTIC CONTROL UNIT. PUSH DOWN ON BUTTONS AS YOU REMOVE SO AS NOT TO DAMAGE THEM.
PUSH DOWN SLIGHTLY TOWARD THE CASE ON LOCK TABS WHILE GENTLY PULLING CASE APART. START ON ONE END AND WORK YOUR WAY TO OTHER END. KEEP GASKET INTACT. OPEN CASE.
THERE IS A "Y" SHAPED RETAINER HOLDING IN THE BATTERY. WITH NEEDLE NOSE PLIERS, CAREFULLY SLIGHTLY SQUEEZE THE BOTTOM OF THE "Y" AND PULL UP GENTLY. YOU CAN NOW REMOVE THE BATTERY AND INSTALL THE NEW ONE. PUSH RETAINER DOWN TO LOCK BACK IN.
MAKE SURE GASKET IS IN PLACE AND PUT CASE BACK TOGETHER, MAKING SURE WHEEL ADAPTER IS IN PROPER PLACE. TURN ON AND TEST CONTROL UNIT AND TURN WHEEL ADAPTER TO MAKE SURE UNIT IS WORKING PROPERLY.
SLIDE CONTROL UNIT BACK IN BEING CAREFUL OF THE BUTTONS. RE-ASSEMBLE HANDLE AND PUT THE TWO SIDES OF THE CASE TOGETHER. I USED THREE PIECES OF ELECTRICAL TAPE TO HOLD CASE TOGETHER. ONE ON THE TOP BETWEEN THE TWO HOLES, ONE ON THE BOTTOM JUST ABOVE THE DISPLAY, AND ONE IN THE MIDDLE.
PUT THE PLASTIC PIECE IN THE HOLE AND LINE UP. MAKE SURE BOTH O-RINGS ARE ON THE AXLE SHAFT. GENTLY INSERT AXLE ALL THE WAY IN WHILE ROTATING IF NECESSARY.
I WAS SO HAPPY I HAD IT ALL BACK TOGETHER AND WORKING, I HADN'T TAKEN ANY PICTURES AND I DIDN'T FEEL LIKE TAKING IT ALL APART AGAIN. MIGHT ADD PICTURES LATER IF NEEDED. I HAD BEEN LOOKING FOR YEARS ON HOW TO CHANGE THE BATTERY, AND I FINALLY MADE UP MY MIND THAT I WAS GOING TO DO IT.

Remove any plastic pieces that cover access to the unit mounting screws and remove them, pull the unit out slowly because their are wired and hoses on the back.

There are 6 back lighting bulbs behind those digital displays. As they burn out the displays get dimmer and dimmer till they go out completely. You first need to disconnect your battery, then remove the plastic dash piece surrounding the instrument cluster and the 4 screws that hold the cluster in place. There is a "light bar", a plastic strip that contains all 6 lights that can be removed from the side of the unit. Replace with 6 new bulbs in and you should be good to go.
on some of these models, there is a plastic piece made into the wiper arm, remove the plastic piece, and arm should be able to be brought backwards, if no plastic piece is there, then you press onto a small plastic clip that is on the wiper arm, and push wiper blade downward, this should release the wiper blade.
On the sidelight, there is a Phillips screw which is hidden by the headlamp assembly. Remove headlight assembly and look for the Phillips screw. Once unscrewed, pull lens unit straight out and then you should be able to change bulb.
it is under the defroster grid. you remove both A-pillar trim pieces first(they just pull off [plastic clips holding them]]) then the defroster grid(giant piece of plastic sweeping accross the dash) will also lift up[plastic clips holding it down] you cant miss it. very long pigtail to mirror will be in plain view above the speedometer.
