Only other thing I can think of is the wiring is broken somewhere

The wires that go to the outside reverse light or bed lights are on a little different circuit. Most likely somewhere between the door and the back of the inside of the cab there is a broken wire or bad connection. Start with getting a very good test light made just for this kind of issue. Check both sides of the fuse. If good move to the light it self. Remove the bulb and test the positive portion of the light socket. Look for broken wires here too. If the test light doesn't work first check to be sure you have a great ground. DO NOT TRUST the ground on the light fixture it self. Get a separate ground and check for power at the light. The best way to get power to this is to open a door AND turn on the switch to the bed light. If you do not get power - go back to the fuse box and find the wire that goes to the bed light. An easy way to know which wire you want to trace is to call the dealer with the Vin # and ask for a print out. Tell them what you're doing and they usually will help. Also check for any Recalls on your vehicle based on the Vin # as well.
I think this will get you up and going if you follow my instructions.

you need to check if there is power in the brake light wires in the trunk. find the brake light bulb and use a automotive test light. have someone push the brake pedal or you can block the brake pedal down and see if there is power. The tester will have a sharp point one end and an alligator clip on a wire at the other end and a bulb in the middle between the two. if there is power when the brake pedal is applied the test light bulb will light then your bulbs and or sockets are bad. Be sure the bulb sockets are not corroded or rusty.
I can't tell you how many times I have seen it be simply the bulb. Either the wrong bulbs or installed incorrectly.
Otherwise try to find a repair manual (haynes repair manual any auto parts store about $20.00) for this vehicle and it will show you the entire circuit. Be sure the fuse is good and there also could be a relay, often found under the hood in an electrical box near the battery. sometimes there are identical relays on different circuits so you can switch them to see if that was the problem. before opening the electrical box you should consider removing the negative battery terminal making sure it cant contact metal/ground and re energize the system. I don't remove the terminal but you must be super careful not to short anything out when you un plug or re plug the relays. never use a metal tool to try and pry the relay from it's spot . pull gently and firmly straight out of its plug / usually up. The manual will tell you if there is a relay but also usually the electrical box lid, decal inside, will tell you what the relays do. good luck. be careful not to short anything out. That will cause even more problems like engine control brain damage and that's expensive.
