Have you had the battery itself tested? Features like the lights and power windows do not use a lot of battery power. A starter motor will use at least 9 volts on a 12 volt battery. Batteries usually only last about 5 to 8 years before they start to fail, less if you have 'start-stop' fitted to your vehicle.

jumping the terminals of the starter will turn the engine over but unless the ignition switch is working , there is no circuit for the spark so it will not start
remove the AC relay to shut the AC off all the time. Not sure why it wont start but you may havea security lockout. Fully charge the battery to proceed.
Jack up car you will locate the starter, but first tak battery to shop and have it tested, could be a dead cell in battery. Remove starter take it to shop and have it tested.
