You can use a MIG welder to burn through both layers of metal to weld them together, you can tack-weld using lap joints and small "spot" welds, or the best method is to punch a hole in the top metal piece (different sizes for different projects), lay it over the other piece, and fill the hole with the weld puddle. This is the method OEMs use and is the strongest method.
You can buy small 110 or 220 v spot welders, but that's really only good for body panels or thin sheetmetal work. Automotive work such as a core support should be spot welded with a MIG welder.
